You must have heard about the Swachh Bharat Mission, but there are many such facts about this mission that you may not have heard and which you need to know. This is India’s biggest cleanliness program, Indians work hard to achieve their goal and make India clean. In this article, all the details about SBM, the need for SBM, India before and after SBM and many surprising facts about the mission are explained.

Swachh Bharat Mission – स्वच्छ भारत अभियान

The Swachh Bharat Mission is the World’s Largest Behaviour Change Programme launched by Prime Minister Narendra Modi on 2nd October 2014 at Rajghat, New Delhi.

The nationwide Mission is aimed at the construction of household-owned and community-owned toilets, Solid and Liquid waste management (SLWM) and achieving universal sanitation coverage, and putting the focus on sanitation.

The official Hindi name of the mission is ‘Swachh Bharat Mission’ but it is also called ‘Swachh Bharat Abhiyan’ or Clean India Mission.

Need for Swachh Bharat Mission

Why there is a need for Swachh Bharat Mission? So let’s clear this question with the help of some facts. Sanitation is the basic need of human beings but the critical importance of sanitation, cleanliness, and personal hygiene was not seen in India.

The sanitation coverage of India was as low as 39% till 2014 and around 55 million individuals in rural regions lacked access to a toilet. This was severely affecting the health and dignity of people, women, and children in rural areas.

Before the year 2014, the Government had launched some missions like Nirmal Bharat Abhiyan, but they failed to achieve their target due to a lack of leadership and political support. Thus Swachh Bharat Abhiyan was launched by GOI. 

The mission was split into two categories

  1. Swachh Bharat Mission Gramin (SBMG)
  2. Swachh Bharat Mission Urban (SBMU)

The Swachh Bharat Mission Gramin (SBMG)/ SBM-Gramin to be focused on rural areas/villages and it was financed and monitored by the Ministry of Drinking Water and Sanitation (converted to the Department of Drinking Water and Sanitation under the Ministry of Jal Shakti).

Whereas the Swachh Bharat Mission Urban (SBMU)/ SBM-Urban was overseen by the Ministry of Housing and Urban Affairs. Both Gramin & Urban SBMs are explained below with important links.

As mentioned earlier SBM-Gramin focuses on Gramin Vibhag i.e. village or rural regions. In 2014 PM Modi Sarkar/government launched the Swachh Bharat Gramin Mission (स्वच्छ भारत मिशन ग्रामीण), which is a better and reconstructed version of Nirmal Bharat Abhiyan.

Under the mission, all villages, Gram Panchayats, Districts, States and Union Territories in India declared themselves “open-defecation free” (ODF) by 2 October 2019, the 150th birth anniversary of Mahatma Gandhi, by constructing over 100 million toilets in rural India.

Phase 2/ODF-Plus phase of SBMG will help to cement the work of Phase 1. According to Phase 2 guidelines, the term ‘ODF-Plus’ is defined as “A village which sustains its ODF status, ensures solid and Liquid Waste management, and is visually clean”.

Duration and Coverage of the SBM Urban:

The Mission was Active till 2nd October 2019 and covered all Cities and targeted populations.

Mission Funding

The estimated cost of implementation of the SBM Urban mission was Rs. 62,009 Crore. According to the approved funding pattern, the Government of India Allocated Rs. 14,623 Crore (an additional amount of 25% of GoI funding also approved) and Rs. 4,874 Crore shall be contributed by the States. The remaining funds are proposed to be generated with the help of the Private sector, Swachh Bharat Kosh, External Assistance, and other sources.

Swachh Bharat Abhiyan Achievements

Under Swachh Bharat Abhiyan/Mission, 100 million toilets were constructed in rural India and the target was achieved by making all villages, Gram Panchayats, Districts, States and Union Territories “open-defecation free” (ODF) by 2 October 2019.

Under SBM, the government had set up Rs. 12,000 per toilet as a financial incentive to encourage toilet development and their use. Also, the government had allocated over Rs 1.3 lakh crore for SBMG. Over 10.28 crore toilets were constructed across 36 states/UTs. During five years, 603,175 villages were declared Open Defecation Free (ODF) and Still counting.

Around 5.4 crore school children participated in the ‘Swachh Sankalp Se Swachh Siddhi’ under Swachhata Pakhwada, Swachh Bharat Mission (SBM Gramin). As a part of the mission, various Initiatives like cleaning and rejuvenating water bodies in rural areas, plastic waste management, animal waste management, etc. are taken, thus this waste management realized the concept of Waste to Wealth.

The GOBAR Dhan Yojana was launched in the month of April 2018 under Swachh Bharat Abhiyan Grameen. The Abhiyan / Mission comes under the Ministry of Jal Shakti (Department of Drinking Water and Sanitation) and other ministries also cooperate with them.

Swachh Survekshan

The Swachh Survekshan was one of the important parts of the Swachh Bharat Mission. It is an annual survey of sanitation, cleanliness, and hygiene in cities and towns across India.

The first Swachh Survekshan survey was done in 2016, In 2021 it covered 4300+ cities across India and it was the largest cleanliness survey in the world.

Swachh Nagar is a Citizen-Centric Service Delivery through an organized door-to-door collection of Waste. Under this initiative, MoHUA, Govt of India launched the Swachh Nagar app for citizens, Swachh Nagar Portal, Swachh Nagar app for Engineers, Swachh Nagar Toolkit, etc.

Swachh Nagar citizen app is a Free mobile application that allows you to waste collection. citizens can install the Citizen app on any mobile device that has an Android Operating system. The application was launched by MoHUA, Govt of India in 2020.
